Minimum Control Measure #3 - Illicit Discharge Detection and Elimination

Under the IDDE initiative, Penn State must map their storm sewer system, identifying the types and sources of illicit discharges. PSU used its Geographical Information System to map the stormwater system

• Duck Pond Outfall
• Foods Building Detention Basin
• Fox Hollow Recharge Area
• Porter Road Outfall
• Poultry Research Detention Basin
• West Atherton Detention Basin

and is now identifying all the feeders to drains. To complete this survey, PSU hired Nalco Chemical Company in 2001 to determine whether any non-stormwater building drains discharge into the stormwater system. For each of 138 designated buildings, Nalco locates and tags each drain and manhole, and maps out its drainage path.
