Regulatory Compliance
Ensure that facilities and practices meet or exceed compliance with applicable state and federal environmental regulations.
- Continue directed efforts to enhance programs that comply with air quality regulations including those for reducing harmful air emissions. (Engineering Services, Robert Cooper)
Prior Accomplishments:
- Continued to understand and comply with changing clean air regulations.
2004-05 Goals:
- Submit Title V renewal application.
- Review new boiler MACT regulation and develop an implementation plan for the University.
- Refrigerant Management – enhance the program to develop a more comprehensive plan for the University.
- Support hydrogen fuel for transportation
- Continue directed efforts to enhance programs that comply with air quality regulations for asbestos. (Environmental Health and Safety, Maurine Claver)

- Audit asbestos management program. Complete, July 2002
2003-2004 Accomplishments:
- Retrofitted the ADL incinerator maintain compliant status.
- Continue directed efforts to enhance programs that comply with water quality regulations including those dealing with potable water supply, ground water protection, storm water management and waste water treatment. (Engineering Services, Robert Cooper)
Prior Accomplishments:
- Submitted applications for NPDES Phase II stormwater permits. Identifying illicit discharges and program corrective measures.
- Surveyed all buildings to determine requirements for backflow protection.
- Made arrangements to purchase spray fields for continued land application of wastewater treatment plant treated effluent.
- Proactively cleanup any contaminated areas that are discovered.
2004-05 Goals:
- Develop and implement the Penn State Storm Water Program policy for MS4 facilities.
- Proactively clean up any incidents of contamination discovered at the University.
- Continue illicit discharge detention and elimination at University Park and MS4 Commonwealth Campuses.
- Design and installation of back flow prevention in surveyed buildings.
Challenges:
- Managing stormwater quantity and quality will be a major challenge. Complying with Phase II of NPDES and Act 167 stormwater regulations will be challenging for all campuses.
- Sections of Spring Creek, just downstream from University Park, had been designated as impaired. The University will be expected to continue its leadership role in addressing solutions to this significant issue.
- Continue directed efforts to enhance storage tank programs that comply with water quality. (Environmental Health and Safety, Maurine Claver)
Prior Accomplishments:
- Demonstrated strong compliance efforts in areas using hazardous chemical and biological materials, including laboratories, shops and other facilities. Conducted OSHA outreach training for Commonwealth Campuses.
- Audited complete fuel storage tank program and re-wrote plans based on new requirements.
2003-2004 Accomplishments:
- Removal and remediated an acid pit at Altoona Campus.
- Started ACT II process for Office of Physical Plant pump and treat operation.
- The University has successfully negotiated the transfer of the State Game Lands (Toftrees) Spray Field Property.
- Continue to implement measures that reduce the environmental impact of hazardous materials used at Penn State. (Environmental Health and Safety, Maurine Claver)
Accomplishments:
- Utilized new tool, a 4-part audit form to streamline the audit process and to enhance expedited compliance.
- Developed a process for moving researchers from one lab to another, reducing the hazards associated with this activity.
- Developed new process to make "unused chemical surplus" more readily available to the University community.
- Continue to incorporate regulatory compliance initiatives into our daily operations. (All F&B Unit heads with oversight from OPP)
