Efficient Use and Conservation of Energy, Water and Other Resources

Minimize energy consumption by promoting efficient use and improving energy performance in facilities and operations.

    Prior Accomplishments:

    1. Joined the Energy Star Buildings Program.
    2. Re-commissioned six buildings to conserve energy.
    3. Implemented steam trap maintenance program.
    4. Completed selection phase of first guaranteed energy savings project at University Park.

    2003-04 Accomplishments:

    1. Implemented program to activate energy conservation features on computer monitors in OPP and EH&S
    2. Re-commissioned 8 buildings.
    3. Implemented the Guaranteed Energy Savings Program.

    2004-05 Goals:

    1. Continue re-commissioning program to include 10 more buildings.
    2. Implement 2 more Guaranteed Energy Savings Project at University Park.
    3. Implement at least one Guaranteed Energy Savings Project at a campus location.
  2. Maximize energy efficiency in existing buildings, renovations, and new construction. (Engineering Services, Robert Cooper)

    Prior Accomplishments:

    1. Commissioned 17 buildings through July 2002.
    2. Completed steam plant boiler control upgrades.

    2003-04 Accomplishments:

    1. Completed balancing of steam plant control upgrades.
    2. Initiated detailed steam peak reduction study.
    3. Commissioned 6 newly constructed buildings.

    2004-05 Goals:

    1. Develop steam peak reduction strategy.
    2. grade/install Direct Digital Controls in buildings undergoing renovations.
    3. Continue commissioning all new buildings.
  3. Commit to minimizing the consumption of water by promoting efficient use and minimizing building system consumption. (Engineering Services, Robert Cooper)

    Prior Accomplishments:

    1. Increased public awareness of need for water conservation at University. Ongoing.

    2003-04 Accomplishments:

    1. Initiated once through cooling study at selected typical science building (Davey Lab).
    2. Completed plumbing retrofits in 3 Residence Halls for 5 million gallons/year decrease in domestic use.
    3. Replaced water-cooled after cooler with air-cooled after cooler at ECSP

    2004-05 Goals:

    1. Develop once-through cooling/reduction strategy
    2. Continue plumbing retrofits in Residence Halls
  4. Explore the application of developing technologies for energy systems and use of resources, as well as the potential for use of renewable energy resources. (Engineering Services, Robert Cooper)

    Prior Accomplishments:

    1. Completed the feasibility study for installing a Circulating Fluidized Bed Boiler for Co-firing Biofuels with coal at UP.

    2004-05 Goals:

    1. Look for fuel cell technology applications, including partnerships for an installation.
  5. Understand the contribution of University operations to greenhouse gas (GHG) emissions. (Engineering Services, Robert Cooper)

    2004-05 Goals:

    1. Working with the Environmental Consortium determine Penn State's 1990 baseline emissions, current emissions, and projected emissions, '03.
    2. Determine the implications of compliance with Kyoto protocol and current GHG Federal policy, '04.
    3. Conduct a green house gas inventory to establish our current emissions, estimate a 1990 baseline and project our emissions for 2010.
