To improve the quality of construction projects at non-UP locations by assuring contract compliance and reducing waste through optimization of the inspection efforts

Objective:
To improve the quality of construction projects at non-University Park locations by assuring contract compliance and reducing waste through optimization of the Inspection efforts
Expected Results:
- The assigned OPP Project Manager will select the appropriate resource for providing Inspection services for construction projects at non-University Park locations, based on the type and location of the project, specialization of skills required, and the availability of appropriately trained local campus personnel. In addition to the OPP Construction Quality Representatives (CQR) staff, these resources would include local campus maintenance personnel (in the case of small or short-duration projects) and local, pre-qualified vendors of Inspection services hired via open-ended contracts. Specific projects may warrant the hiring of a full-time "clerk-of-the-works" whose energies would be solely devoted to one major construction project.
- All Inspection efforts will conform to an established Inspection Protocol standardizing the minimum expectations expressed by our Customers through surveying
- OPP has authorized the hiring of an additional fixed-term Project Coordinator for each of the three regions of the state. These individuals are recruited from the local area served and are typically situated at a campus experiencing major construction activity. The integration of the Inspection efforts of these individuals and the enhanced options afforded the Project Manager, listed above, will need to be assessed over time.
- Overnight lodging and meal expenses, as well as Fleet Operations costs, will be drastically reduced by the de-centralizing of Inspection services. The cost to the Customer per Inspector/hour on-site will be considerably lessened, due to decreased "windshield-time" spent travelling to and from non-U.P. locations. The Inspector/hours previously lost to travel can be re-allocated to other projects in need of Inspection.
Update:
- An assigned OPP Project Manager selects the appropriate resource for providing Inspection services for construction projects at non-University Park locations; Those assigned to perform the services will be on or near the site where the inspection is needed
- This task will cut the expenses of overnight lodging and meal expenses; The de-centralizing of inspection services will reduce fleet Operations costs
- There will be inspector/hours time saved because of less travel time and this time can be re-allocated to other projects in need of Inspectors
