Vision
OPP has one organizational structure where CQI principles are the approach to everyday business.
Current Assessment
The CQI and operational organizational structures are layered. The CQI organization is the ESG, QMBs, and PATs. The operational organization is the AVP Staff, Divisions, and Managerial areas. Both organizations still depend on the up-and-down passage of information. The organizations do not operate in competition but do operate independently of one another. This results in an atmosphere where CQI can be viewed as a detractor or collateral duty and not an integral part of our everyday business.
Actions
- The ESG will charter a QMB to develop a long-range business plan.
- The ESG will determine if the ESG and the AVP Staff should be one body and ensure that the CQI and the operational organizations are complementary to one another.
- The ESG will ensure that Strategic Plan and CQI initiatives are aligned and support one another.
- The ESG will ensure that PATs are sponsored by ESG members, process owners lead the PATs, and the employees closest to or involved in the process (process experts) are the team members.
- The Sponsors will ensure that as PATs achieve their objectives, data-based decisions and improvements are implemented.
- The ESG will ensure that employees are empowered and that self-directed work teams are the ultimate goal.
