Chapter 2 - CQI Focus
Vision
The "Strategic Plan" is seen by all personnel as the "Main Event." Everything else is supportive of the Strategic Plan.
Current Assessment
Many have expressed a concern over the time commitment necessary to learn and implement a CQI process at OPP. In most cases, employees are overloaded and have difficulty keeping up with the daily work without the added challenge of implementing CQI.
Many have also expressed concern over the fact that OPP is trying to improve everything all at once:
- The OPP reorganization.
- The implementation of CQI.
- The space relocations.
- The improvement of internal and external communications.
- The improvement of employee training and development.
- The improvement of leadership and accountability.
- The formation of Process Action Teams.
Today's work environment is very competitive as budgets and staff support continue to shrink and customer expectations remain high. OPP must continue to improve to stay competitive.
Actions
- All employees must recognize that additional time and effort will initially be required to implement a CQI process within OPP, but in the long run, it will become part of our everyday work environment. This will make us stronger and more competitive, with employees working smarter and more efficiently.
- The ESG will ensure that CQI is effective from the onset by training all employees as outlined in Chapter 6.
- The ESG will perform a test on all committees, action groups, and CQI teams, continuing only those that pass using the PAT Test in Appendix B.
- All employees must focus their efforts on our most important tasks, recognizing that all tasks performed in the past may not be able to or need to be performed in the future.
