Requirements For Prequalification
Penn State requires contractors performing the following categories of work to be prequalified unless otherwise noted in the project documents:
- Landscaping
- Masonry
- Mill Work
- Painting
- Paving
- Piles
- Plumbing
- PreCast
- Roofing
- Structural Steel
- Telecommunications
- Underground Site Utilities
- Asbestos Abatement
- Building Management Systems
- Concrete
- Curtainwall
- Demolition/Hauling
- Earthwork
- Electrical
- Elevators
- Erectors (both pre-cast and curtainwall)
- Fire Protection
- General
- HVAC
- HVAC Balancing
To become prequalified, contractors must submit all of the following:
- Identify on corporate letterhead:
- Firm’s legal name
- Federal ID number
- Address
- Phone number
- FAX number
- Corporate e-mail address
- Work Category
- A current reviewed financial statement covering a one-year period. Accountant’s Report and Notes must be included.
- A dated letter from bonding company identifying single and aggregate bonding capacities.
- PA and Interstate Experience Modification Rates (EMR) for three most current years on supporting documentation.
- Use web-linked Campus List to identify campuses of interest.
- References: Use web-linked Reference forms. Submit three (3) project references and three (3) A/E references for each trade category in which you want to prequalify. Do not repeat references.
- If your company is a minority or women business enterprise, submit the certification documentation for our records.
INCOMPLETE PACKAGES WILL NOT BE CONSIDERED.

Process typically requires two weeks. Do not wait until the last minute. All trades requiring prequalification MUST be prequalified prior to bid opening.
If contractor meets requirements, a notification letter will be sent. Contractors not meeting requirements will be notified by e-mail.
