The Office of Physical Plant (OPP) is the administrative organization of the Pennsylvania State University, which is responsible for the stewardship of the University's physical assets. OPP cares for the daily operations and maintenance of over 700 buildings and the infrastructure on the University Park campus, as well as administering real estate and overseeing the planning, design, and construction of capital facilities for the entire University and the Commonwealth Campus system. There are currently 1,642 buildings throughout the Penn State system.

OPP provides quality and cost-effective facilities services at University Park, such as heat, water, electricity, design, construction, maintenance, landscaping, and janitorial services. Physical Plant personnel prepare long range plans for efficient use of facilities, administer the University's real estate, see that new facilities are built properly and renovate older facilities. They also maintain roads, treat sewerage, cut the grass, monitor building energy usage, clear the snow in the winter, and paint the end zones for home football games. OPP handles 48,000 work assignments every year to keep facilities maintained. Work is carried out 24 hours-a-day, 365 days-a-year by over 900 employees.

Physical Plant is organized into seven major Divisions: Administrative and Financial Services, Design and Construction, Facilities Resources and Planning, Commonwealth Services, Operations, Environmental Health and Safety, and Campus Planning and Design. The combined efforts of these Divisions to plan, build, and maintain the physical infrastructure of Penn State, allow the University to carry out it's mission of teaching, research, and public service.
